Choose Your Route: Onshore, QFC or Free Zone
There are three main routes to establish a business in Qatar:
- Onshore (Ministry of Commerce and Industry — MOCI) — the standard route for most commercial activities.
- Qatar Financial Centre (QFC) — a business hub for financial services, professional services and holding companies, with its own English common-law legal framework.
- Qatar Free Zones (QFZA) — Umm Alhoul (near Hamad Port) and Ras Bufontas (near the airport), offering 100% ownership and tax incentives.
Step 1: Obtain Commercial Registration (CR)
The core document is the Commercial Registration (CR) issued by MOCI. You will need to reserve a trade name, define the business activity, and submit the incorporation documents. Most processes are now completed through the MOCI online portal.
Step 2: Legal Structure and Ownership
Common structures include the Limited Liability Company (LLC/WLL), branch office, and representative office. Since the 2019 foreign investment law, 100% foreign ownership is permitted in most sectors, with a short list of restricted activities that still require a Qatari partner.
Step 3: Post-Registration Requirements
After the CR is issued, you must register with the General Tax Authority (GTA) — Qatar does not currently levy VAT or corporate income tax on most domestic businesses (a 10% corporate tax applies mainly to foreign-owned entities in certain cases) — open a corporate bank account, and process employee visas through the Ministry of Labour.
Costs and Timeline
Setup costs depend on the route and activity. Onshore CR fees are relatively modest, while QFC and QFZA structures carry their own registration and licence fees. A straightforward onshore setup can typically be completed in 2 to 6 weeks, with bank account opening often the longest step.
